It seems to be covered with a plastic sheeting..... perhaps to protect it from the elements until the outer coating can be completed. I wonder if it is huge foam blocks... that would be filled with rebar and concrete.... But it is interesting to see. I suppose if I listened to the local news some.... I'd know what's going on.
